Over the last 20 years, the use of targeted sanctions to counter transnational organized crime groups has surged,
However, sanctions on transnational organized crime are very different from sanctions classical approaches focused on states in what they aim to achieve. Nonetheless, frameworks for assessing intent and impact largely draw from approaches developed for country focused sanction. The lack of a tailored framework presents a substantial impediment to any assessment of sanctions’ impact on illicit economies.
