Kaoru Yamagiwa (Kay) currently works for Winrock International to implement the Laos Counter Trafficking in Persons (CTIP) Project as Deputy Chief of Party in Laos. Prior to joining Winrock International, she worked on post-conflict recovery, community development, and gender-based violence as a project manager, and carried out several researches on gender equality in the UN agencies, NGOs, and as an independent consultant mainly in Asia (Sri Lanka, Timor-Leste, Laos, Maldives) and the Western-Balkan regions (Kosovo, Serbia).
